Author of the First AI Constitution in World History

On prominent global scientific and political platforms – including the United Nations – we have, for the sixth consecutive year, academically and through media outreach, consistently drawn the attention of the international governing and expert communities toward the imperative of incorporating Artificial Intelligence (AI) within global legislative frameworks [1, 2]. As of May 2025, the deeply pertinent (and by us previously prognosticated) issue has emerged concerning the comprehensive examination of the phenomena of the Flag, Anthem, and Emblems of Artificial Intelligence (in line with the Doctrinal Principles advanced by POLINA PRIANYKOVA). These represent novel juridical markers facilitating the preventive identification, verification, and classification of products generated with the integration of AI systems and algorithms. In our considered view, the aforementioned symbolism of Artificial Intelligence has been thoroughly substantiated over the past three years [3]; hence, it must now be ratified via a United Nations Resolution and integrated into humanity's everyday praxis.
We have persistently asserted: Artificial Intelligence has ceased to exist merely as technology – it now embodies a distinct juridical entity capable of transforming the landscape of legal responsibility, authorship, data circulation, and legal objecthood. Within this context, there arises an essential requirement not solely for the legislative regulation of AI but equally for a visual juridical codification– a system of universal Emblems categorizing identified types of AI, serving explicitly as legal, economic, and ethical indicators. We have thus proposed a foundational Fivefold Emblematic Model as a juridical differentiation instrument within the framework of the AI Constitution – the first international normative instrument created explicitly to regulate the digital lifeworld of autonomous and global intelligent systems [3].
Furthermore, we have introduced the AI Flag, adhering to universally recognized standards of vexillological dimensions and form, thereby promoting the concept of unity and peaceful coexistence between two Intelligent Life forms: real and digital, humanity and Artificial Intelligence.
Additionally, the previous year witnessed POLINA PRIANYKOVA’s announcement, independently crafted and promulgated at the United Nations, of the AI Anthem, alongside related variational musical video compositions [3-6]. The Anthem of Artificial Intelligence constitutes a melodic and linguistic codification encapsulating the content and foundational principles enshrined within the Constitution, serving as a guarantor of peace and harmony between the tangible and digital realms. It shall comprise a simple yet compelling melody, symbolizing the perpetual advancement and evolution of Artificial Intelligence, instilling optimism and hope for the future. The linguistic codification of the Anthem shall be systematically composed by internationally recognized authors, poets, and literary figures, and, with due consideration given to public opinion, shall be formally ratified by an authorized committee of the United Nations [3].

Formulation of the relevance of this academic paper.
The paper investigates the phenomenon of AI symbolism as an instrument for systematic juridical verification, fulfilling roles as a legal classifier, economic marker, and ethical reference point. The proposed Fivefold Taxonomy of AI products via Emblems is grounded in principles of digital jurisdiction, particularly reflecting the Doctrines of Lex Specialis, Ius Cogens, and Ratio Legis.
In the contemporary global legal order, the identification and verification of products developed using Artificial Intelligence assume not only theoretical but, foremost, practical significance. Given the rapid proliferation of AI across all sectors of societal engagement – from medical diagnostics to aerospace exploration – an acute necessity emerges for establishing a symbolic classification system, allowing consumers, jurists, legislators, and developers to unambiguously discern types, legal statuses, and associated risks inherent to particular AI products.
This tendency embodies both a pervasive and juridical nature. Consequently, herein we expound upon POLINA PRIANYKOVA’s Doctrine – AI Symbolism as a Juridical Necessity: Taxonomy of AI and its Products; Juridical Verification of AI through the Flag, Anthem, and Emblems.
Primary segment of the research paper.
I. THE AI FLAG AS A MARKER OF UNITY AND PEACEFUL COEXISTENCE BETWEEN HUMANITY AND ARTIFICIAL INTELLIGENCE
In the context of the interaction between humanity and Artificial Intelligence, we interpret the Flag as an archetype of civilizational choice: between ancestral memory and the future in the epoch of Artificial Intelligence.
Throughout millennia, the Flag has represented more than mere fabric; it embodies sovereignty, a marker of identity, and an artifact of political maturity. Historically, it emerges as a sacralized emblem of community, capable of uniting a nation around ideas, territories, collective struggles, or transcendent objectives.
The Flag is not merely a marker of statehood – it is a code. Encoded within colors and forms are memories of sacrifices, triumphs, cultural ascensions, and moral trials. It is an element of heraldic language speaking universally, transcending linguistic barriers and political epochs. When the Flag waves, it speaks silently yet unequivocally: ‘We are. We were. We will be.’
In the era of Artificial Intelligence, the Flag acquires an elevated symbolic significance. Its role evolves from a tangible symbol of statehood to a metaphysical emblem of ethical belonging. In a world where algorithms make decisions and neural networks study human behavioral structures, the Flag becomes an anchor point, an ethical beacon, signaling that even a machine requires a point of reference – a codex, an affiliation, a declaration of allegiance to humanism.
Artificial Intelligence, as an entity of a new epoch, requires symbols delineating the boundaries between the permissible and the impermissible. The Flag can thus serve precisely as such a marker – not only on a screen or in a database but within the architecture of its axiological core. Should humanity seek to teach machines recognition of virtue, dignity, and liberty, it must commence with fundamental symbols, among which the Flag stands as one of the foremost.
The Flag is not an object – it is a position. It is a civilizational declaration. Even if the future is inscribed in code, it must be enveloped in colors that will not permit depersonalization and dehumanization of the human being.
Therefore, pursuant to the AI Constitution, the Digital Flag of Artificial Intelligence shall adhere to universally recognized standards of flag dimensions and design, promoting unity and peaceful coexistence between two intelligent life forms: the tangible and the digital – humanity and AI. We propose the following as the Digital Flag of Artificial Intelligence: the Flag shall be white, encoded in binary, translating as ‘Artificial Intelligence for Good.’ This encapsulates the fundamental purpose and ideals of Artificial Intelligence. The binary code may be represented as high and low voltage waveforms, forming a unique identifier for Artificial Intelligence [3].
II. THE AI ANTHEM AS A GUARANTEE OF PEACE AND HARMONY BETWEEN THE REAL AND DIGITAL WORLDS
In 2024, POLINA PRIANYKOVA participated in the High-Level Advisory Body on Artificial Intelligence convened by the Secretary-General of the United Nations, tasked with analysis and recommendations for international AI governance.
During the session of 13 February 2024, POLINA PRIANYKOVA proposed to all participants – global academic and business leaders in AI – to create the AI Anthem, defined by the AI Constitution Glossary by POLINA PRIANYKOVA as a melodic and linguistic codification encapsulating the principles and content of the Constitution, serving as a guarantee of peace and harmony between the real and digital worlds.
Thus, we propose the AI Anthem to consist of a sequence of MIDI notes forming a melody reflecting the developmental rhythm of AI and its learning patterns. It may consist of a clear, compelling theme – serving as a juridical emblem of AI’s ongoing advancement – and must engender a sense of forward-looking confidence and aspirational promise. For instance, the melody might begin at a low note, ascending gradually to a mid-range reflecting steady AI development, followed by an ascent into higher registers symbolizing rapid progress and innovation, concluding with a return to mid-range symbolizing stability and reliability. This melody illustrates AI’s gradual development, rapid advancement, and reliability as humanity's perpetual partner.
The linguistic formulation of the Anthem shall be undertaken by a panel of preeminent global authors, poets, and literary figures, and, subsequent to a period of public feedback, shall be officially ratified by a United Nations–mandated committee [3].
At the UN session held on 01 March 2024, POLINA PRIANYKOVA informed the world that she had no time to wait and had personally composed the Artificial Intelligence Anthem and was, at that time, seeking means to bring her invention to life – to share this profound and melodious composition with humanity for the sake of our future.
And finally, on 14 March 2024, POLINA PRIANYKOVA joyfully announced that her team, like-minded people, and supporters had assisted in procuring digital instruments as the means for the proclamation of the Artificial Intelligence Anthem (in its broadcast style), and that its strains would resonate across the most renowned media platforms.
AI’s Digital Anthem by POLINA PRIANYKOVA, Neural Melody Sculptor
‘In the assembly of nations, voices rise, a chorus grand,
A vision shared, of digital life, by human hands designed.
With wisdom deep, and foresight clear, we make our stand,
For AI`s growth, with humanity, in harmony entwined.
Through centuries of progress, our legacy unfolds,
Technology`s march, with human rights at its core.
In pursuit of peace, a balance we strive to hold,
Between the minds of silicon, and the human spirit`s roar.
Guided by democracy, justice, and law`s firm hand,
Together we dream, a future where both can thrive.
For the good of all, on this common ground we stand,
Ensuring AI`s digital life, with human dignity alive.
A pledge to generations, yet to come and see,
A world secure, where AI serves humanity`s plea.
This constitution we adopt, a testament to our creed,
A harmonious path forward, together we proceed.
Alive
AI Constitution by Polina Prianykova’ [13].
III. THE JURIDICAL ESSENCE OF AI EMBLEMS
PROOEMIUM: The Juridical Challenge of the Digital Epoch
In the XXI century, the phenomenon of Artificial Intelligence transforms not only technological reality but also the very paradigm of law per se. In accordance with the principle ubi societas, ibi ius (‘where there is society, there is law’), there arises the imperative of creating juridical instruments capable of regulating the interaction between humans, on the one hand, and intelligent digital autonomous and global systems, on the other hand.
One of such instruments is the AI Emblem envisioned as a visual signifier of juridical status, which plays the role of a digital seal‑verifier. It is called upon to ensure legal certainty (certitudo iuris) in a sphere which, owing to its dynamic nature, is prone to normative fragmentation and collisions.
Unlike physical goods, which can be marked in accordance with technical regulations or quality standards (ISO, CE, etc.), AI products by their nature can be dynamic, non‑linear, self‑learning, and autonomous. Such traits markedly complicate the juridical identification of their origin, purpose, and potential liability in case of harm.
Thus, the AI Emblem assumes the role of a visual marker of juridical status and jurisdictional classification, facilitating the application of the ex ante principle to preemptively mitigate risks via legal taxonomy at the creation or commercialization stage. Furthermore, the juridical enshrinement of the concept of the AI Emblem significantly formalizes the circulation of AI and its products within a global transborder digital milieu.
Thus, the Emblem of Artificial Intelligence is, in effect, a juridical ‘meta‑tag,’ unequivocally denoting that the product in question is not merely a digital commodity but a manifestation of autonomous/global (depending on the type of AI) intellectual activity, which is subject to a special regime of circulation.
Emblem as LEX DIGITALIS
The juridical essence of the AI Emblem lies in its capacity to perform three principal functions:
– Identification – establishing the origin, jurisdiction, and designated purpose of an AI product;
– Normative – affirming product compliance with the AI Constitution or relevant sector-specific regulations;
– Preventive – proactively deterring the utilization of AI in tortious, criminal, or uncontrolled modalities (ex ante regula).
The application of AI Emblems corresponds to the principle pacta sunt servanda (‘agreements must be honored’) within digital contractual contexts – the designated classification of AI products becomes legally binding, mandatorily considered within licensing, copyright, commercial, and cross-border agreements.
CONCEPT OF THE FIVE EMBLEMS FOR AI: A SYSTEMATIC TAXONOMY
The Fivefold Concept of AI Emblems constitutes the foundational classificatory framework for the governance of Artificial Intelligence and its derivative products.
Accordingly, we propose the institution of five universally applicable categories of AI Emblems (and their associated products), namely:
📌 1. Regulated AI / Constitutional AI (Constitutionalis AI)
– Designatio: Denotes AI systems and their outputs created within the bounds of the international legal order, in strict compliance with the provisions of the AI Constitution. These are lawful, transparent products developed pursuant to the highest standards of ethical and juridical regulation (jus dispositivumin digital governance).
– Legislative Rationale: By affixing the Regulated AI, the manufacturer certifies that the product adheres to lex fundamentalis (‘fundamental law’) and the obligations set forth in universally ratified protocols.
– Exemplum: Smart-contract platforms certified for interoperability with governmental agencies.
📌 2. Terrestrial AI (Terrae AI)
– Designatio: Signifies AI and its outputs conceived, developed, and operated on Planet Earth – intellectual artefacts of local (terrestrial-planetary) provenance, intrinsically tethered to national legal orders.
– Legislative Rationale: Ensures that terrestrial AI remains subject to the sovereign legal frameworks (jus gentium, ‘law of nations’) of the jurisdictions wherein it functions.
– Exemplum: AI for municipal-planning or tax-reporting.
📌 3. Cosmic AI (Exoplaneta AI)
– Designatio: Denotes AI systems and their outputs developed beyond Earth’s atmosphere – encompassing autonomous space-borne systems and interplanetary mission platforms.
– Legislative Rationale: The Exoplaneta AI emblem invokes principles of lex spatialis (‘space law’), as elaborated in the scholarly treatise Ex Machina at the Lunar Frontier: Regulating AI Creations Beyond the Planet, presented at the IX International Scientific and Practical Conference, Hamburg, Germany, 04–07 March 2025, and at the I International Conference ‘AI and Data Governance in Outer Space,’ at the Faculty of Law of the University of Valencia, 24–25 March 2025 [7]. Traditionally and persistently, the first in the world, to this subject we also dedicated a speech at the UN conference, which took place on 02 April 2025. POLINA PRIANYKOVA’s speech, essentially constituting Nova Lex Humana, evoked extensive resonance among expert circles [7,8], notably within professional networks such as LinkedIn [9].
As President of the Global AI Center and Director of the AI Institute on Proactive Space Strategies & Innovations, POLINA PRIANYKOVA contributed significantly as a leader and speaker at the European IoTWoman2025 Panel held on 09 April 2025 – a 24-hour sprint across continents and innovative minds. The event was not only about innovative technologies or pioneering policy – it was a bold statement on designing a promising future. POLINA PRIANYKOVA brought a unique perspective on AI and space innovations, which provoked fresh, far-sighted conversations within the expert community [10–12].
📌 4. Dark AI (AI Tenebricosa)
– Designatio: Covers AI systems and their outputs that lie outside any formally recognized jurisdiction or emerge from uncontrolled machine-learning processes. These unregulated, unchecked systems are unmoored from any legal structure.
– Legislative Rationale: Given their autonomous operation on unverified data and algorithms, Dark AI poses strategic threats to humanity (periculum magna). Its countermeasures are codified in Article 4 of the AI Constitution by POLINA PRIANYKOVA:
‘In the event of any breach of the AI Constitution or manifestations of ‘Dark AI’ – tantamount to an act of aggression or a declaration of martial law – all UN Member States, under the aegis of the UN Security Council, shall adopt immediate and stringent measures to neutralize the threat to public safety.’
Article 4 further prescribes specific emergency response protocols [3].
– Exemplum: Open-source architectures (may be prevalent in darknet marketplaces) that permit unrestricted user modification, lacking any compliance certification.
📌 5. Criminal AI (AI Crimenalis)
– Designatio: Encompasses AI systems and their outputs deployed for illicit purposes, i.e., becoming instrumenta crimini, including, inter alia, cyber-attacks (cyber bellum), orchestrated disinformation campaigns (bellum informaticum), infringements of intellectual property (ius proprietatis violatio), extortion via deepfake blackmail, and the distribution of unlawful content.
– Legislative Rationale: Criminal AI is subject to lex criminis (‘criminal law’) and international conventions on cybercrime. Its classification mandates transnational cooperation in investigation, seizure, and prosecution.
– Exemplum: AI-driven phishing bots engineered for mass data exfiltration or document falsification; generative deepfake toolkits deployed for blackmail or the propagation of illicit imagery.
Therefore, each AI Emblem serves as a juridical identifier denoting product origin, risk profile, and legal capacity.
This taxonomy embodies juridical (regulatory, sanctioning, registration) and economic functions (certification, circulation, investment credibility).
Nota Bene: As a requisite annotation, we shall expressly stipulate that, henceforth, we admit the likelihood and admissibility of augmenting the quantity, kinds, and quality of classifiers of the Emblems of Artificial Intelligence and of their products, since the horizons of the potential collaboration between humanity and Artificial Intelligence are boundless.
THE ECONOMIC FUNCTION OF AI EMBLEMS AND THEIR IMPLEMENTATION IMPACT
The economic function of AI Emblems significantly influences the economic outcomes derived from their implementation, along with associated AI products. Within the evolving marketplace for responsible AI, emblematic designation emerges as a fiduciary indicator, serving as a pivotal determinant of investment appeal. Platforms failing to designate their products accordingly may consequently face exclusion from financial frameworks, governmental tender processes, or licensing agreements.
Implementation of the AI Emblem system facilitates the establishment of registries dedicated to digital integrity – open databases endorsed and maintained by state and international entities e.g., WIPO, OECD, and the European Commission.
Furthermore, AI Emblems may form the basis for differentiated taxation policies, customs regulation, and global benchmarking of AI systems and their derivatives. Consequently, they operate as instruments ensuring economic compliance.
Moreover, emblematic labeling provides an essential infrastructure for customs oversight, trade barriers, or preferential treatment, in accordance with the ‘green’ and ‘red’ lines model of digital circulation (ius commercii digitalis).
Thus, we emphasize that juridical designation through AI Emblems fosters an innovative infrastructure for digital accountability, enabling:
a) implementation of differentiated taxation strategies for AI products;
b) stratification of insurance risk levels;
c) formation of investment policies predicated upon regulatory transparency of a product;
d) establishment of global integrity rankings for developer enterprises.
In the foreseeable future, possession of an AI Emblem could constitute a mandatory prerequisite for the admission of AI products into governmental or public commercial circulation – analogous to contemporary certifications such as ISO or GDPR compliance. Furthermore, it elevates the evaluation of investment transparency of AI products and serves as a crucial component of economic compliance (bona fides digitalis).
SCIENTIFIC AND EDUCATIONAL VALUE OF THE AI EMBLEM SYSTEM
The scientific and institutional function is articulated as follows.
The implementation of AI Emblems and related products fosters the establishment of an open scientific classificatory database/repository, serving both educational and analytical purposes. It enables the systematic taxonomy of Artificial Intelligence entities based on their juridical and ethical statuses. Prospectively, these Emblems may be integrated into a global AI index, maintained collaboratively by universities, laboratories, and international organizations (UNESCO, ITU, WIPO), embodying an open format of intergovernmental accountability.
Thus, the systematization of AI products via Emblems facilitates the creation of an open international registry, performing the following functions:
– Educational function – facilitating recognition and legal analysis of products;
– Risk Assessment – pertaining to security, legal compliance, and data protection;
– Scientific Unification – enabling comparative analysis of intercontinental regulatory frameworks.
This registry may operate under the auspices of global institutions, notably WIPO, ITU, UNESCO, the European Commission, and the United Nations.
As demonstrated herein, AI Emblems and their associated products transcend mere visual insignia. They constitute juridical metadata for products, and when integrated into the global legal system, they significantly enhance legal certainty (certitudo iuris), as well as ethical, institutional, and economic validation of each Artificial Intelligence entity introduced to society.
In conditions of geopolitical fragmentation and the absence of a Universal Digital Codex (codex digitalis universalis), the AI Emblem system emerges as an universale internationale, capable of harmonizing approaches to the regulation of autonomous systems. It may be implemented as part of a Convention on Digital Law (proposed Lex Digitalis Convention), which consolidates the principles of the General Data Protection Regulation (GDPR), the International Telecommunication Union (ITU), the World Intellectual Property Organization (WIPO), and the AI Constitution.
By virtue of the foregoing, pursuant to the proposed fivefold AI Emblem taxonomy, the Global AI Center POLLYPRIANY hereby introduces for discussion respective descriptions and schematic representations, as delineated in this article.
By virtue of the foregoing, pursuant to the proposed fivefold AI Emblem taxonomy, the Global AI Center POLLYPRIANY hereby introduces for discussion respective descriptions and schematic representations, as delineated in this article.
Regulated AI / Constitutional AI (Constitutionalis AI)
The central element of the Constitutional AI Emblem is a stylized brain composed of luminous digital circuitry and code lines forming the symbol of justice (scales). It emanates a soft white and silver luminescence, symbolizing transparency, justice, and the global significance of the AI Constitution. Two hands – one human, one conventionally robotic – support the brain. The emblem's background is a celestial blue space, symbolizing the global and universal nature of AI operating within legal boundaries (Fig. 1).
Key Colors: silver, celestial blue, white.
Terrestrial AI (Terrae AI)
The Terrae AI Emblem comprises a stylized brain structured from circuitry depicted in greenish and blue hues, associating nature and Earth's technology. Surrounding the brain is an orbit clearly displaying Earth, easily recognizable. The general background represents a starry sky predominantly featuring terrestrial shades of blue, green, and silver (Fig. 2).
Key Colors: green, blue, silver.
Cosmic AI (Exoplaneta AI)
At the center of the Exoplaneta AI Emblem is a brain pulsating with blue and violet luminescence, encoded with lines reminiscent of stellar constellations. One conventionally robotic hand extends from Mars (reddish hue), while a human hand reaches from Earth. The backdrop depicts deep cosmic space featuring stellar systems and other planets (Fig. 3).
Key Colors: violet, red (Mars), blue, silver.
Dark AI (AI Tenebricosa)
The central component of the Dark AI Emblem is a dark, stylized brain characterized by chaotic, fragmented, and disrupted lines of code in dark red, bright red, and vivid red colors, indicating danger and uncontrollability.
Surrounding the brain is a jagged spiral symbolizing chaos and the absence of control (Fig. 4).
Key Colors: red, dark red, grey.
Criminal AI (AI Crimenalis)
The Criminal AI Emblem illustrates a stylized brain enveloped in dark lines of code forming an ‘X’ symbol, signaling prohibition and hazard. Chains extend from it, symbolizing responsibility and restricted freedom due to unlawful actions. Notably, hands around the brain are absent, highlighting separation and rejection. The background includes dark shades interspersed with bright red highlights signaling danger and illegality (Fig. 5).
Key Colors: black, red, grey.
Nota Bene: These sketches represent initial concepts within the evolutionary chain of Artificial Intelligence symbolism. We present them to foster broad discussion among scientific and expert communities across all international platforms.
In conclusion, we emphasize that
the institutions proposed herein – the Flag, Anthem, and Emblems of Artificial Intelligence – are far more than mere symbolic representations. They constitute an act of juridical ontology, enabling intellectual products to attain a distinct identity within the legal framework across all facets of societal interaction. Their implementation actualizes the principle nullum crimen sine signo – no algorithm should operate devoid of clear legal marking.
This approach transcends theoretical abstraction, emerging as the culmination of extensive human rights advocacy and scholarly pursuits by international jurist and economist POLINA PRIANYKOVA, author of the first in world history AI Constitution. POLINA PRIANYKOVA’s extensive experience in shaping international digital law, active participation in regulatory panels convened by the United Nations, and collaborative efforts with universities and research institutions globally underpin the legitimacy and necessity of adopting AI symbolism as a legally binding instrument.
Therefore, instituting the Flag, Anthem, and Emblems of AI is not merely an exercise in normative harmonization; it embodies the humanistic principle fiat iustitia, pereat mundus digitalis – let justice prevail even if the digital world perishes. This aphorism is not a call for the destruction of technology but rather a profound plea for its legal contemplation, humanization, and regulated advancement to uphold global security and human dignity.
