Second Informal Stakeholder Consultation on
the Global Dialogue on Artificial Intelligence Governance

On 23 April 2026, the Global AI Center POLLYPRIANY took part in the Second Informal Stakeholder Consultation on the Global Dialogue on Artificial Intelligence Governance — part of the United Nations preparatory process ahead of the Inaugural Global Dialogue in Geneva.
The current state of AI regulation increasingly resembles the plot of
the brilliant satirical film Don’t Look Up,
where humanity gradually loses its chance to save the Earth in the face of an approaching asteroid.

.In the same vein, for the fifth year now, I have been substantiating the necessity of adopting an AI Constitution — a constitutional legal framework designed to prevent the destruction of entire constellations of professions and to preclude competition between AI systems and human beings.
And much like in the film, the leadership of the planet continues to hesitate — dazzled by the potential of AI,
while AI itself is already tearing through established structures,
disrupting human lives, and depriving humanity of its future.
The threshold we forecast — 2025 — has already been crossed.
We are now witnessing negative consequences on every side:
the militarisation of AI, mass layoffs,
the prioritisation of AI-centred interests over human rights,
and the erosion of safeguards
that should protect human dignity.
Yet the hope of saving the world has not disappeared. Let us act — decisively, lawfully, and together. We are ready to cooperate for the sake of the future of our children.
This is not pathos. This is reality.
The stakes are too high, and time is running out.
