UN's Stakeholder

Town Hall

on the Global Digital Compact

24 October 2025,

from 08:30 to 10:00 AM (ET), the Global AI Center POLLYPRIANY participated in the Stakeholder Town Hall on the Global Digital Compact — focused on connectivity, the digital economy, and Artificial Intelligence.

 

We extend our sincere gratitude to the United Nations Office for Digital and Emerging Technologies for convening this pivotal Town Hall and advancing inclusive, rights-centred digital transformation. It was inspiring to see familiar faces from the earliest stages of the Global Digital Compact 2024 process, and to meet new participants working to ensure that digital transformation remains lawful, equitable, and profoundly human-centred.

 

Building on our contributions during the UNODC Constructive Dialogues 2025 (on Trafficking in Persons and Smuggling of Migrants), the Global AI Center continues to advocate for an AI governance paradigm that protects people while enabling sustainable digital economies.

Our juridical research and frameworks — anchored in the Artificial Intelligence Constitution — propose a sui generis digital order where foresight becomes a legal duty and innovation remains accountable to dignity and truth.

We therefore advance three strategic expansions for the Compact’s next stage:

 

💠Humanitarian and economic accountability —​

embedding transparent algorithmic auditing, provenance-by-default, and restitution mechanisms into the digital economy so that innovation translates into justice.​

💠Integrated ecological, humanitarian, informational, and juridico-economic governance — 

extending the Compact beyond data and infrastructure to safeguard ecosystems, humanitarian information channels, cognitive integrity, and fair digital markets. This four-fold nexus ensures that technological growth reinforces both environmental continuity and social trust.​​​

💠Prosecutorial architecture for AI legality — 

codifying enforceable duties of provenance, authenticity, and non-manipulation in life-safety communications, consonant with the jurisprudential canons developed in the AI Constitution.

These principles embody a single constitutional vision:

AI must operate under law,

not above it.​

​Our commitment endures — to defend life, truth, and justice in an age where legality must evolve as rapidly and courageously as technology itself.
