On February 18th, 2025, from 10:00 AM to 1:00 PM, our Global AI Center had the honor of participating in the United Nations’ Consultation with Stakeholders on Independent International Scientific Panel on AI and the Global Dialogue on AI Governance.
In my address, I focused on two pivotal questions:

Our Global AI Center’s proposal rests on a Multi-Tiered Evidence-Based Assessment Framework, anchored by our AI Day Resolution — a cornerstone initiative designed to establish annual evaluations through:
💠 Comprehensive national and regional reports (via the Global AI Safety and Rights Repository)
💠 Periodic and biennial risk assessments, real-time alerts, and a robust AI-Human Collaborative Index

Dear Excellencies, Distinguished Colleagues,
today, the Global AI Center the President I am thereof
is addressing the respective guiding questions: setting the standards and frequency for evidence-based assessments by the AI Panel, and defining the strategic relationship and outcomes for the Dialogue in harmony with UN initiatives.
Last year, during GDC Consultations, I presented the AI Constitution — a seminal document that enshrines AI’s role as a benevolent, legally bound, and ethically guided entity. AI Constitution affirms that AI, while representing a novel Intelligent Digital Life, must forever remain subordinate to the inviolable rights of humankind, operating in strict adherence to international law and the principles of transparency, neutrality, and accountability.
Our proposal rests on a Multi-Tiered Evidence-Based Assessment Framework, anchored by a cornerstone initiative: the establishment of AI Day by the Global AI Panel. This initiative is designed to be the first, fundamental step in our governance structure, setting a new benchmark for transparency and accountability.
The first element of the Framework aforementioned is the Annual Evaluations in synchrony with AI Day:
The AI Day Resolution — which our Global AI Center proposes to the UN in 2025, and which I have advocated for over five years — will mandate the submission of annual reports that not only enhance trust from governments and stakeholders but also provide the panel with essential institutional credibility.
These reports will be uploaded to the Global AI Safety and Rights Repository — an open-access platform established under our Protocol on Responsible AI Use and Labor Rights — ensuring transparency and enabling cross-country comparisons.
This process is pivotal, as the AI Panel’s role in establishing AI Day will directly answer the key question: what types of evidence-based impact, risk, and opportunity assessments should be delivered, and with what frequency.
The second element is Periodic & Biennial Comprehensive Risk Assessments:
In addition to annual evaluations, quarterly or biannual reviews should be instituted to identify emerging ethical, legal, and socio-economic risks.
The third element stands for Real-Time Alerts:
Implement real-time monitoring systems to flag critical issues that require immediate attention.
The fourth element is for the AI-Human Collaborative Index:
We advocate for a robust, data-driven index to measure the synergistic dynamics between human labor and AI systems. This index will provide empirical metrics—such as productivity gains, job satisfaction, and innovation rates — that are indispensable for evidence-based policymaking.
In conclusion, we urge this esteemed assembly to adopt the framework proposed by the Global AI Center. We stand ready to cooperate and provide our detailed legislative documents which are also available on our official website.
