The Global Scientific Centre for Strategic Research on Artificial Intelligence POLLYPRIANY contributed to the fifth Constructive Dialogue on the Smuggling of Migrants, convened by the United Nations Office on Drugs and Crime following the thirteenth meeting of the Working Group on the Smuggling of Migrants, in accordance with paragraph 53 of the Procedures and Rules for the Functioning of the Mechanism for the Review of the Implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto.
In 2025, the Centre coined and juridically defined Eco-Cyber Security and, within it, the humanitarian information space: the signals and communications people rely on for protection, held as a protected commons. In 2026, the Centre takes the next step, declaring that the humanitarian information space has no internal borders.
We name this doctrine Itinerant Guardianship (Custodia Itineris): the duties owed to a person in movement travel with that person, with that person's data, and with the evidence of what was done to them, along the entire route. Anchored in the AI Constitution authored by Polina Prianykova, it is set out in three practical measures, each with a model clause:
📌Whole-of-route means whole-of-channel.
📌Protection travels with the person's data.
📌Provenance travels with the evidence.
These measures require no new institution and no new treaty. They can be embedded in existing route-based arrangements, joint investigation teams and information-sharing platforms, and each is measurable. All are bounded by the Centre's standing safeguards: no person-level suspicion scoring, no bulk surveillance of humanitarian communications, no automated adverse determinations, and human oversight at every decision affecting liberty, return or family unity.
Protection does not stop at the border,
and neither shall the truth that carries it.

Our contribution is published on the official website of the United Nations Office on Drugs and Crime:

The Global AI Center POLLYPRIANY expresses its sincere gratitude to the United Nations Office on Drugs and Crime, the Co-Chairs of the Working Group and the Secretariat of the Review Mechanism, and stands ready to assist States, United Nations entities and civil society in piloting these measures.
