The Global Scientific Centre for Strategic Research on Artificial Intelligence POLLYPRIANY took part in the fifth Constructive Dialogue on Trafficking in Persons, convened by the United Nations Office on Drugs and Crime following the sixteenth meeting of the Working Group on Trafficking in Persons. The Dialogue was held in accordance with paragraph 53 of the Procedures and Rules for the Functioning of the Mechanism for the Review of the Implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto.

The Centre submitted a Guide Statement and Contribution titled Artificial Intelligence and Digital Integrity under the Trafficking in Persons Protocol, which has been published by the United Nations Office on Drugs and Crime among the official statements and contributions to the Dialogue.
Building on the Centre's 2025 Vienna Contribution on child trafficking and anchored in the AI Constitution authored by Polina Prianykova, the submission advances a central proposition: in the field of trafficking in persons, technological neutrality has become a legal fiction. An algorithm that foreseeably amplifies exploitation is an instrument of omission, while a lawful, rights-compliant algorithm that prevents harm becomes an act of juridical guardianship.
The Centre placed before the Working Group four operative instruments and one protective rule, each accompanied by a model clause that States may consider for national law.
Every measure is bounded by legality, necessity, proportionality, non-discrimination, transparency, human oversight and effective remedy.
"No person should be delivered to a harm the law could foresee."

Our contribution is available on the official website of the United Nations Office on Drugs and Crime:

The Global AI Center POLLYPRIANY expresses its sincere gratitude to the United Nations Office on Drugs and Crime, the Chair of the Working Group and the Secretariat of the Review Mechanism for this constructive dialogue, and stands ready to assist States, United Nations entities and survivor-led organisations in carrying these proposals into practice.
In the age of prediction, ignorance is a choice, and the law may not choose it.
